Do you have access to precision machining?

If not, don't even try to do things with gears. I'd suggest making a simple two-wheel-drive drive train. Put two motors (maybe drill) in the front, and a wheel on each. You can try putting caster wheels in the back. For my (and my team's) first year, we tried welding gears to axles. We then chained the gears from the drill motors to wheels. However, if you don't have expert welders, such a set up is difficult.

About features, I agree that pneumatics would be the best feature to try. If you want to get custom cylinders ORDER THEM EARLY. The best part of pneumatics is that they are very quick to set up. In addition percision in calculations is much less important with pneumatics. Make sure you check the pneumatics manual from FIRST before you try anything. One con about pneumatics: they are binary. You can tell them to extend fully, or retract fully, not in between.
