Mostly, the reason they are designed like that is to cut down on weight; secondly to look cool!  The wheel on the right (2004) is about half the weight as the 2003 wheel. I'll try to get justin on CD again to give his opinion/facts about the wheels..
Me, Justin (MiniD67), and a bunch of students and mentors think it would be cool to have spinners on the bot, but I don't think they'd hold up too well in competition...  Sweet wheel design Rickertsen2!
