Yes,
Kernighan & Ritchie (seasoned programmers just call it "K and R") is
the reference for the language, but just as you wouldn't want to learn to speak French using a French dictionary, I wouldn't bother trying to learn C with this book because it's more of a C dictionary. If you buy this book (and you should if you're serious about learning C), make sure you get the second edition, which covers ANSI standard C.
