Well, I have never used 7 but in five I place a constraint to mate the gear axis with the shaft axis only. Then I manually rotate the gear to mesh it. Then I place a rotational constraint with the gear ratio. Sometimes you will have to put in a negative value to get it to go the right way. And the gears will stay meshed from that day on. Works pretty well for me.

Don't forget a placement (mate) constraint to locate your gears on the shaft.
