Can this be turned on a lathe?

Can this be turned on a lathe? The diameter of the hub is currently 2.25 and we need it down to 1.25. What will happen when the edges of the cutouts hit the lathe cutter? If we can't do it in the lathe, how do we reduce the diameter? Circular pattern in the CNC? Also, if we can do it in the lathe, how much should we take on each cut and what sort of speed might we use? Thanks.
