joystick cost accounting: differing answers from FIRST

A: If they are on the Operator Interface (OI), you do not have to account for their costs.
Just an FYI for those who are buying other joysticks. I expect that the second answer will be the final answer, but keep an eye out, or ask FIRST yourself if you are buying extra joysticks.
