Field Tolerances

Forgive me if this has been discussed elsewhere (I searched "tolerance" and did not find this topic) but I just read in the manual (I believe it is section 3.1.1) that field dimensions are + or - 1 inch!

Does this mean that the step has the possiblity of being 7 inches high? They say they will try to get it as close as reasonably possible but a 1 inch difference over 6 inches is a lot. What is the maximum amount higher it is likely to be?
