Ok. I talked with the next best thing to FIRST- the head scoring db author (who btw actually did talk with Eric on this). This above quote is now false. #1 may not pick #2, etc...

unpartnered teams. The ruling will come out that the top 8 seeded teams
are the ones doing the selection, and they will be considered
