From being at VCU, I heard the same as Nate, they said specifically that none of the devices at that competition would be called for entangling. The reason given was that all the devices they had seen deployed at practice were designed to not be entangling.
And yes, one team had the tape measure we noticed, I even saw one of the ref's pointing it out as they tested it's extension a couple feet (never saw them actually deploy it over a distance into their endzone). I'm not sure that any call was made on that.
