I was at Bradley back in June and they had someone several people in front of us take out a laptop and boot it up. Needless to say it would have inhaled audibly if the battery was dead or if it was removed from the laptop. I believe that was random too. I can't picture them having everyone turn on thier electronic items before boarding.
I flew to Chicago in June and when I opened my luggage at the hotel there was a piece of paper in there telling me that they had searched my luggage. It mentioned that if it had been locked they'd have broken the lock. Most airlines websites will also have information mentioning how certain things should be packed and what's banned for carry on.
