I don't know if this is what you had in mind, but thinking of news & approvals & all that kinda stuff, I keep thinking of phpNuke.
Its sort of like slashdot and slash code.. basically a portal, with news headlines, etc..
Its fully customizable, and open-source, so you could possibly use it as a base platform, and customize/build up from there..
