I think a semi-randomized ordering processes with a "seed" of reputation points would be more interesting then just completely random.
I envision it like the order selection of the NBA draft. The team with the worst record doesn't automatically get the #1 draft position, rather they get the best chance of being the #1 draft position. You can see the odds for last year here:

What I would suggest is that you get 1 entry for each reputation dot that you have. Thus, Ed would get 6 entries, JVN would get 11, and Jones 571 would get 1. However, any one of them could still get the #1 draft position, just John would have the best chance, and Jones would have the worst chance.
Any thoughts?
Also, any possibilty of having points for other awards, specifically chairman's?
