My cell phone plan (Verizon America's Choice) that I got exactly 2 years ago was 450 minutes, 4000 N&W (short term promotion, it was normally 3000 then), no M2M, and $0.40 for extra minutes for $45. The plan I'm getting now is still Verizon America's Choice, but 400 minutes, unlimited N&W, unlimited M2M, and $0.45 for extra minutes for $40.

So really, the price per normal minute has stayed the same, while the N&W and M2M have both gone unlimited, and the price for extra time has increased.

PS, you spelled provider wrong in the title
