We use PHP, mySQL, Apache, Invisionboard, pMachine, and Free BSD. All are open source, robust,
free programs.
Free.
The guy who invented frontpage lives in my town. I can say, for certain, that it is a horrid program.
I don't know much about CSS--my buddy does that end--but we use it.
