Technically they ARE paying more. Reducing the quantity but keeping the price same IS paying more than before for the same amount.

Actually maybe this will:
Let's say a 20oz bottle of Dawn costs $1.99. Then let's say Proctor and Gamble decides to change the bottle to a 16oz but keep the price the same. Even though the price stayed the same the new 16oz Dawn is costing more per ounce than before. Which means with the price staying the same it was like you were getting an extra 4oz for free before. So per oz Dawn is more expensive now.
