No, you heard correctly, it was just very rarely enforced. Really I don't see the need to have a DVD player and PS2 in a cart... Neon lights, ok, stereo, maybe - I think people need to start putting things on carts that would actually be useful - I saw team 1011's (Crush) cart, and it was driveable using the previous year's drive I think.
However, IMO, Truck Town will always have the best cart... those trucks they drive in are just so cool
