While that Jargon entry is fairly relevant, I'm pretty sure ESR means "Communism" intead of "socialism." Being as there're many thriving socialist states in the world, one would be hard pressed to say that it's collapsed. One could even hold an argument against the thought that Communism has collapsed in that China's doing so well that American companies want their products made there.
