It means the percentage of weight over the driven wheels. If you are running a two wheel drive then there is never 100% weight over the drive wheels. This affects pushing ability of the vehicle which is why a rear wheel car handles differntly from a front wheel drive car in the snow. The best bet is to take four scales and place them on each wheel. The fractional weight should be the weight of the two driven wheels divided by total weight.
