National (Global?) Mindsets/Approaches/Views in FIRST

In a post about a possible Midwest Driver's Union, Eugenia Gavrielov made the following comment, which got me thinking:

What are the differences in the mindsets, approaches, and overall views of FIRST in both its competetive and educational aspects throughout the different regions of involvement?

This isn't meant to be a "so-and-so is more competetive while so-and-so embodies education and inspiration" thread, and I can only hope that it doesn't turn into such. I'm just genuinely interested in the opinions of different people throughout FIRST.

How does a sign turn into a lady friend? Don't optional stop signs ruin the purpose? What are pneumatics? Am I really banned from 229 for life? Can walls get bigger?
