How do you mean? As in, why do some rookie teams do Chairman's Award submissions, even though they can't win the award? If you have a NASA grant, it's a requirement to do so. Also, it is suggested in the manual, though not required (we didn't do it), to win Rookie All-Star. If that wasn't your question, feel free to clarify.
