I have to agree with you on this. Our (Team #1288) measured the space between each small stacked tetra and it came to be about 4.5 inches between them. So all you people who think that you can get more than 7 stacked need to remember that there is a certain height that your robot can't exceed in the arena( not the height requirements but an arena restriction.) What part of the rules is that restriction in? I can't find it anywhere...
Just a little side note: Team MOE had a 30 ft tower inside of their pit at one of last year's competitions...
