FIRST encourages rookie teams to submit a Chairman's entry. As it has been mentioned, you MUST if you are a NASA grantee.
This is about a process. The Chairman's is a great way to document what your team is about. Together with the yearbook page information on the TIMS , it will help the judges get a picture of your team and will help you next year, because this information can be used for grant and sponsor proposals. You will have it all in one place.
The interview process with the Chairmans is an excellent learning experience.
