You could also check out FruityLoops. It has synth and drums in it. It's excellent for techno sort of stuff.

The demo won't let you save to FruityLoops files, but you can export a WAV or MP3 file (this means you better get the loop the way you want it the first time!).
The above mentioned ACID is an excellent program. I've used it since ACID 2.0 and I love it. You might want to check out
this website for some great loops to use.
