As Karthik stated, this is against the written laws of the FIRST manual. As for my interpretation of that ruling, I believe it is just so that no one gets in trouble for not having a vendor licence on the site. But who knows...
If you are keen to trading shirts, you would be making a great investment. I know off hand, that our team's T-Shirts cost ~10 bucks so, if you did want to, you would make out like a bandit for all willing to trade shirts with you and the cost would basically be rolled into the trade..
Of course, this would require a initial 10 dollar per shirt investment on your part, but the possibilities are endless.... Most teams have at least one person who will literally give you their shirts off their backs to trade for another teams. (That is how I got a BUZZ (Team 175) shirt in 2004 in Atlanta at the wrap party.)
If you planned on it being a fundraiser type sale, then you may have a problem.. but if bartering is your game, count me in.
Regarding presales of shirts, let me know how you make out. It could be the technicality that allows you to have this as a successful fundraiser. The only issue I for-see in gaining approval on that is actually your use of the name FIRST. I
personally understand that it is for marketing of the team, and should be no problem as in terms of (legal) use of the name, but like others have said, check with FIRST regarding that.
Whatever the case, be sure to let us all know the results.
