Again, Replying to my own Question...
I have been able to test the camera on the computer, so the steps taken to test the camera were correct.

There is a TTL port located on the RC controller.
I believe a four pin wire should be connected from the "TTL-232" to the TTL port located on the RC Controller. (From "CMUcam2 RS232 3pin" to "TTL-232" to "RC Controller TTL port")

Connect the PWM cable connected to the RS232 PORT, (3-pin) connection of the Camera to the TTL-232 Adapter observing the position of the black wire of the PWM cable in relation to the label on the TTL-232 Adapter printed circuit board.

Warning? "Be sure to have only one RS232 port cable attached to the camera at a time." (From what I understand I am not suppose to have a serial cable attached to the computer from the Cam, and the TTL-232 device connected to the RC at the same time.)
