Again, Replying to my own Question...

I have been able to test the camera on the computer, so the steps taken to test the camera were correct.

There is a TTL port located on the RC controller.
I believe a four pin wire should be connected from the "TTL-232" to the TTL port located on the RC Controller. (From "CMUcam2 RS232 3pin" to "TTL-232" to "RC Controller TTL port")

"Connect the PWM cable connected to the RS232 PORT, (3-pin) connection of the Camera to the TTL-232 Adapter observing the position of the black wire of the PWM cable in relation to the label on the TTL-232 Adapter printed circuit board.
Lay the adapter on top of the RC for the time being. This will connect to the TTL data port on the RC."

Warning? "Be sure to have only one RS232 port cable attached to the camera at a time." (From what I understand I am not suppose to have a serial cable attached to the computer from the Cam, and the TTL-232 device connected to the RC at the same time.)
