FIRST likes the idea that "everyone is a winner".
If they do a hall of fame for competition winners, for example, they would be showing that being a champion is the best thing you can get in a FIRST competition, but it's not.
Certainly there are teams that have never won any awards but have reached the goal of the competition very well.
