That would be a reasonable assumption.
In light of the Q&A answers and rule updates, though, it doesn't seem to be a
correct assumption. I can only read the official rules now as meaning that the loading zone
is the triangle, and being "in the loading zone" means
touching the triangle.
I don't much like that interpretation, but it's apparently the one FIRST is establishing as correct.
