That way the team can keep trying to position themselves in the zone until the referee signals. As a referee in the "easy to referee" stack attack game, I'm not sure teams could count on timely raising of arms from referees that are pretty worn out after 6 or 8 hours on the field with, if they're lucky, one 20 minute break. Reffing this game is going to challenging in any case, and I don't think tired arms should be added to the referee's job.
