Wiring Banner sensors

ok part programming/electrical question here

right now this is how our banner sensor (the line tracker from 2 years ago) is wired up, our first time doing it to so please excuse the mistakes if there are any

Banner sensor is connected to the white wire of the pwm able
the brown cable goes to the breaker board
the black goes to the ground
and the pwm cable end where you plug into control board, WRB, the RB are not in use

not sure if this is how we wire it?

ok programming problem is our digital_oc_input (or whatever variable is, dont have reference guide with me sorry) is always 1, is it because our white line (alternating black and white lines on label paper stuck to a piece of paper then glued onto wheel) isnt reflective enough or is the range too close, ithink...about 3 inches away from the banner sensor

any help would be appreciated thanks
