There's no blue wire on your sensor? The correct connection for the banner sensors from 2003 is:

brown wire (+12V) is connected to a 20A breaker on the breaker panel

blue wire - ground on breaker panel (not the RC)

The signal can be configured one of two ways. If the black wire on the sensor is connected to the digital input Signal pin (White PWM wire), the default value is 0 (open). If the white wire on the sensor is connected to the signal pin, the value read will be 1 (closed).

You probably need to adjust the gain on the sensor. There is a little variable resistor on the side of the sensor that can be adjusted with a screwdriver. Use the light on the sensor to figure out if the sensor is reading the wheel correctly. If the light is on it is seeing a white. If it is off it is seeing black. If the light doesn't change when you move the wheel, adjust the gain on the sensor.

Adjusting the sensors is a a guess-and-check process. This will most likely solve your problem, although you may have it wired incorrectly. Check the wiring as I described above.
