I haven't seen anyone say that rows will win, so I will say it. At least at scrimmage level, row-bots will win. At Chatsworth scrimmage, the number one seed (and eventual winner) focused on rows in an unusual way. And, BTW, experience may not help.

This team, 1638, was a
rookie. they won because they went for the row, then the points. 1 row = 3 tetras on top + 1 tetra on bottom pointwise, if the four tetras aren't already in a row (which adds more points).
