That's not correct. With team update 15, it's possible for the winning and losing alliances to get different Ranking Points (RP).
The losing alliance ALWAYS gets their score minus penalties. The winning alliance gets either their score minus penalties or the losers score without penalties which ever is lower.
If there are no penalties, it works like it was before team update 15. For example, if Red gets 30 points and no penalties, and Blue gets 15 points and no penalties, both get 15 RP.
If the looser would have lost with or without penalties, the winner gets more RP. For example, if Red gets 30 points and no penalties, and Blue gets 15 points and 10 points in penalties, Red gets 15 RP (loser's unpenalized score) and Blue gets 5 RP (losers penalized score).
If the winner changes because of penalties, the winner can get their own score. For example, if Red gets 60 points and 70 points in penalties, and Blue gets 3 points and no penalties, Red gets 0 RP (losers penalized score) and Blue gets 3 RP (winners penalized score, which is lower then losers unpenalized score).
