You can use the white needle valves ( the ones with the thumb wheel on it that was supplied in this years kit to control how fast the cylinders fill. Or you can use SMC controll valve or the ASV Speed Exhaust control
As to the issue of multi positioning the lift you could use one of the designs in this thread Multi positioning pneumatic actuator
