Just wanted to see if anyone could tell if the effect in the picture was photoshopped or if it was acutally taken like that? I am not entirely sure myself since this was taken off the newly updated

Its acutally kind of ironic since on the monday after the So.Cal. Regional, at High Tech High-LA I was part of a photography class and the teacher was explaining how to do the opposite of this effect, with the subject partly blurred and the rest of the scene sharp.
