dlavery has (at least) as much right as anyone on CD to express opinions -- many of us esteem his posts very highly.
However, no one (except our moderator) is expressing an official opinion when posting on CD. If you want an official FRC response to a rules question, FIRST Q&A ( http://www.usfirst.org/robotics/2005/qa.htm) is the only place to go.
