Japan and FIRST (FRC to be specific)

(I did search. Please direct me if such a thread has been started before.)

One of my sisters (T66 alumn) is going to be heading to a University in Japan in August for a few months (till about December), and that has gotten me thinking about getting her to start an actual FRC team in the country. I know that they already have FLL, but no FRC according to the map on the FRC Website. Also, I asked her about it, and her response was that they already have enough robotics, which is true, since Japan is like a huge robot and technology farm with crops covering the entire island.

So, I need some input to convince my sister to do this while she's there, if she has the time. Thanks.
