Even if it's something nobody has ever done, the "powerhouse teams" will all still have a significant advantage, while rookies get left behind in the dust.

Innovation is not a problem. If the 2005 game had required an innovative drivetrain, teams would have innovated, but it didn't, so neither did the teams.
