I can't recall ever finding a phpBB MOD that let you do so, but I haven't checked the listings for about a year now.
The most comprehensive phpBB MOD site I know of is phpBB Hacks.
The phpBB home page has it's own MOD database, which is just as nice, but not as extensive; although the mod's which make it on the list have been verified by a MOD team for its functionality.
You may not find the one exact mod that will meed to your specifications; there may be multiple -- I know that there's a user-tracker system that logs all forum activity, but it doesn't do e-mails.
