Considering she's from sacramento, I'm doubting she'll be going to a terribly cold regional. Secondly, I'm pretty sure it's immaterial whether anyone else at the regional thinks they look good enough to wear bikini tops. Public fashion opinion has yet to cause the demise of mullets, after all.

Hopefully they've had a team discussion and determined that everyone that will be wearing one will be comfortable doing so in public. (You have right?)

At any rate, the main point of whether there's a dress code at competitions is yet to be answered. There's obviously not an official dress code, as it's not in any of the rule books. Given that I've seen pictures of people in bikini tops in years past, any change to the unofficial dress code to outlaw this would be a recent thing.
