Without knowing if it was abnormally loose to begin with, it really does sound like it's just the anti-theft steering lock. The thing is, you drove it into work—so how could it have been broken? Did you do something especially violent when parking it?

Also, the fact that it cost over $800 USD to tow the car is insane, to put it mildly (unless it was a 250 km tow, or something). For comparison, it costs about that much to get a car shipped halfway across the continent (by trailer).
