Looks like you have to be a rookie team, and be at least 250mi from the site of the competition. Its also open to those who arent doing the main competition.
It will be up to first canadian regional organizers to get some kits and have their own unofficial competition. As Steve mentioned, best to check out the firstcanadianregional.org website and the forums for specifics. If it can be done, I'm sure those guys will find a way.
