Oh but it can.
Web servers cant send information to an unregisters IP address and all private ip address are unregisterd. So when an unregisterd IP wants information from a webserver it sends its request to a proxy server and the proxy server uses it's IP address to get the information from the web server. Now if the webserver doesnt trust the proxy server it will NOT send the information. Thus, preventing the system from getting the information to the client.
As for the wired//wireless aspect. Most wireless connections give you a private IP address, yet again leading to the probelm of an unregistered IP
And if your wondering "Shes just in high school...she shouldnt know this" I'm taking a networking class, and im learning about this type a thing as we speak...litterally im reading my book and looking at cd. But yeah... just to inform you guys that im not just guessing
And seeing as the Unregistered IP is very unlikely but still an aspect but it is most likely a firewall problem.

Oh, and he's had computer problems before (hence the title) and i tried to help him with that one, and he said he was running WINDOWS XP SERVICE PACK TWO.
