Last year, Palmetto's FF league had a List of Fate for those who the clock expired. It seemed to work reasonably well, although I also think skipping over them and letting them draft whenever is a reasonable outcome as well.

As for trading, I think either method is valid. As long as the commissioner and both parties know what is going on, all is good.
