The way I'm reading it, if you wrote any code before kickoff in anticipation for the new year, you have to rewrite it from scratch, no copy and paste, no retyping. This way you're just as likely to make mistakes in the methods and have to debug, its to try and curb your preseason development advantage, something I don't agree with but that's for another topic.

However I could be reading it all wrong as well...
