Okay, you seem to be a bit confused.
Check these things:
Camera has power (LED on the front of it on?)
TTL Board installed correctly (The Black pin slots face toward the RC, not away)
Cable from TTL to Camera is installed correctly? (Look for the B printed on the boards, make sure black is closest to it)
Backup battery charged? (Get the dashboard viewer, check via it , if its lower then 6v, charge it, and try when its fully charged)
Totally reset the RC. Remove main battery, press the reset button, reinstall main battery.
If it still doesn't work, download the code to the RC again. If it still doesn't work, replace the PWM cable connecting the camera to the TTL board.
If its not working, remove the TTL board from the RC, connect a cable from your computer to the camera, and laucnh the labview app.

IFI Loader didn't recognize the camera as a device because there's no code that you can download to it. You may be able to use the terminal window in it to send commands to the camera, but it should not be necessary.
