That linked survey is from 1998.
Nowadays, few will complain if a site doesn't support 800×600. Take
this poll, for example. (It's technically ongoing, though it hasn't been front and centre in a while. Also, bear in mind that that's a technically-oriented site, and may not represent a cross-section of your targeted demographic.)
