Just closing out the original issue in case anyone else has had a similar problem.
It turns out the green light only problem was a result of the camera board being shorted to the aluminum gimbal plate.
They understood the camera board had to be insulated from the aluminum so they wrapped it with electrical tape before attaching the board, but they didn't have all three spacers called for in the mounting directions installed. The sharp points of solder on the back of the board poked through the electrical tape and made contact with the aluminum backing.
No permanent damage was done, everything works now.
