That looks an awful lot like a humanoid robot, by the looks of it, not for competition, but like my team's CASEY (Community Awareness of Science and Education Year-round) shobot. We use it instead of our competition robot to interact with children in schools and community events.
Edit: Maybe never mind about that, I now see possible evidence to the contrary.
