The
refs will be watching it from the sideline. If they don't feel it is enough they won't stop the count. So yes, "'backing up enough for the other robot to have a chance at getting away" is the answer.
On a nitpicking side note, the judges decide who wins the awards and wear the purple shirts, the referees officiate and wear the zebra shirts.
