Absolutely. The rules about joysticks and other things plugged into the OI are listed in section 5.3.8 of the manual.
One problem (at least in the US) is that it is often hard to find a joystick (or other device) that still follows the old analog game port format. Most joysticks now are USB or use a proprietary digital format.
